Migrating WHM settings to new VPS ???

I'm hoping that somebody here can explain how cPanel settings can be transferred from one server to another correctly.

I've been using a cPanel VPS at a very large hosting company for quite some time and I've spent a lot of time customizing all the settings available in WHM.

A few weeks ago I was forced to move to a new VPS at the same hosting company. The hosting company packaged all my domains (about 20) and moved them to the new server for me.

I had expected to login to the new server and see all the WHM settings the same as they were on the old server as the cPanel versions were identical on both servers. Much to my surprise many of the settings were not the same on the new server as they were on the old server, and I had to spend a lot of time reviewing each setting.

Is there not some way to ensure that the many hundred/thousand WHM settings migrate correctly?
Is there an XML file that holds all the settings? (that would be great in and of itself as a form of printable documentation).

As a result of my botched migration, if I need to migrate servers in the future to either another VPS or a dedicated box, I'm going to instantiate the server a few weeks ahead of time in order to get everything setup correctly -- before I transfer domains -- unless there's some sort of config/xml file that cPanel can use to transfer settings from one server to another.

Thanks for any insights anyone may offer.
